What is an Item Upgrader in Pokemon Go?

The item upgrader adds a new widget to the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to purchase upgrades.
Boosts

The number of upgrades you perform will determine the amount of extras you receive. Each upgrade boosts the additional benefits by increments of 1 up to a maximum value of 3. Additionally, each upgrade will also boost the main stat by 1.
Some upgrades also provide a secondary random boost in addition to stat boosts. These boosts can be important and should be considered when deciding which items to upgrade. Some of these boosts can only be used in certain builds (such the Whistan's Shield, which is for FB Sorcs), while others are valuable to collectors.
Some items have a built-in boos which is less beneficial when upgraded. For instance the Goldwrap has an extra potion slots. These are usually upgraded to add value to a close-to-perfect or perfect item.
Costs
Upgrades come with some associated costs. The first is the cost to perform the upgrade. This cost can be expensive and depends on the new value of the item and the number of perks it gets. It is also costly to upgrade an item to a better tier (such as Explorer > Champion or Veteran > Heroic).
The second is the price of the materials required to upgrade. The items used are typically either Power Dices (dropped by monsters 21+) or Minerals and Erons (obtainable through completing specific Mists of Pandaria or Warlords of Draenor quests). These materials are available in the inventory of an upgrade vendor.
Upgrades to an item are a complex process that takes time. It can take up to 8 hours, depending on the magnitude of the upgrade. The upgraded item's base stats are calculated using the new ilvl of the item bonuses, perks, and other properties. This calculation determines the new Armor Class bonuses, damage dice, and other vital statistics. In some instances the upgrade will provide additional perks that can be selected from a variety of benefits.
Rarely, the benefits obtained will cost more than one perk slot to acquire; in these situations, the upgrade will only replace the highest-cost perks. Sometimes, the upgrader may make other adjustments to an item, for example, changing its weapon damage type or or removing an unwieldy or operational property. The cost of these changes is determined by the new ilvl of the item, and it may require a special substance, such as the adamantine alloy.
Success Rate
The basis for upgrading items is an opportunity, and like every random system, there's the possibility that the upgrade will fail. However there are a few factors which can improve the chances of success. This includes the use of an Upgrade Pity, or the addition of additional components to your upgrade.
The Upgrade Pity can be bought from the NPC for smithing in Lost Ark. It increases the odds of an upgrade succeeding by a certain percentage. It is similar to the "luck bonus" that some items provide, but it is more solid. This can be added to any weapons or armor, and is used three times.
It is also possible to add a number of additional items to the upgrade, increasing its chance of success. These materials are displayed in a separate window above the + button. There are however limitations to this, and the largest amount of material that can be added is shown just above the + button in the user interface.
Another method to increase the chances of an upgrade succeeding is to use an item known as Blacksmith Blessing or an upgraded version of it. This item is beneficial when you own an item or weapon gear that has reached the maximum level for its tier or is close to it. This item lets you upgrade the equipment to the next tier without risking its breaking.
If an upgrade is unsuccessful the system will be restored to its original condition. This is usually a downgrade, but could also be an upgrade. Keep an upgrade in reserve until you're close to the maximum level for an item.
There are many items in the Kafra shop that can be used to increase the odds of a successful upgrade. You can increase the chances of success by upgrading equipment several times using HD Oridecon and HD Elunium. In the same way, increasing the likelihood to receive a Double Mint from Shoe-Minting a maximum of five times will also increase the success rate.
Failure Rate
The upgrader of an item allows players to add a second card slot into their equipment. These slots can be utilized to upgrade an item or apply an enhancement. It is important to keep in mind that not all items are upgradeable. The rank of an item will determine the rate at which it can be upgraded and enchanted.
